Returning families need a priority re-enrollment window with a deposit that holds their spot, distinct from Tiered Registration Windows (that's staged open-registration order for new vs. returning families generally). Scope: a re-enrollment flow for existing families ahead of general registration, with a deposit charge that holds the spot and applies toward the semester total.
