[MDO] Medication Log

Raised Sept 25. Childcare/MDO programs need a documented log of any medication administered to a child (what, when, dose, who gave it), tied to parent-provided authorization. Nothing like this exists today. Scope: a per-child medication authorization on file (from the parent), a staff-logged administration record each time it's given, visible to the parent.
